is it possible to reset all skill points?
as the title says, i only found that skill guy that respecs the last 3 points you spent. but is there a way to get all skill points back?

Yes, there's an app called, 'Rapid Respec.' You can reset all skills to the ones you want to use the most, per character. You can clone your characters, saving them as before.

Install it to you desktop and you're good to go.

You don't edit saves that I know of? You choose the character you wish to respec. I'm not good at explaining stuff. I hardly use it, myself. Just once.

also if you use synergiesmod you can buy respec potion from npc Salan Witherwind in the 1st town

Or even better if all you want is to respec, is to use either "Respec potion" or "Full respec" mod.
Synergies is a much much more complex mod as far as I understand, and might have things you did not want, also it has a higher chance to bind to your character - which makes it more complicated and "unsafe" to play without a certain mod. Which one of the mentioned two mods does the least disruption to your saved game? I can't tell that myself, maybe the mods' descriptions have some clues, although you will likely end up keeping it activated to have the respec option available any time. As always, it is best to make backup copies of your saves before trying mods (although if this will be your first time using any mod, you will have to copy your save files anyway, because the game keeps the characters used with mods separate from the ones played without mods.)

yeah you can. but only if you mod it. try rapid respec it will give a potion

I mentioned those details because the original poster seemed like he haven't had anything to do with mods before, and so he maybe avoids an unfortunate surprise. I don't know what you could see in it that would be againt you, but whatever...
