As for Fishing Luck as an Affix itself... we don't have easy access to the Item Database these days for TL2 however I seem to remember that one of the Outlander Uniques in the mid-game may have this... otherwise it's almost a non-existent Drop in Vanilla.
Giant Jackal Basses, Tunnel Sharks, Web Fish and Crab Eggs are what I've personally got.
Never had much interest in any of them either to be honest, I prefer the starting pet skins.
spend more time fishing then i would like to admit (got the 1k fish fished up way back in 2013) never had one drop not on pc and not on console
its in the files but something causes it not to be able to be catched

I mean ... I'm not going to say better stats wouldn't be nice ... but ... I dunno ... the aesthetics matter a lot to me.
I found it. It turned out to be an inventory bug where fish for some reason only show up on inventory page 1. So it was just a case of chucking fish in the stash until it showed up. This might be mod related.
Does anyone know for certain if it is or isn't possible?
While someone in the past thought it could be dropped in the files (unmodded) - there appears to be no mention of anyone actually dropping it on Reddit or Steam.
It is possible to spawn it.
It spawns from Promising Fishing holes using the Unittype FISHING HOLE RARE
After looking at FISHING HOLE RARE Spawn there's a separate Spawn class called FISHING_TL2_PERMAFISH with a weight of 3
After looking at FISHING_TL2_PERMAFISH there's a Unit FISH_POCKETFISH_PERM which is the Giant Largemouth Bass as detailed in Units-Items.
For some context.. a Bigfish has a Spawn weight of 50 from a promising fishing hole.
Giant Largemouth Bass also has to contend with 8 other perm fish.
