I'm able to follow the recipe and soulbound the tier 0 equipments that I managed to farm, but doing these does not seem to involve the altars in the Ember Steps at all.
I just go to a transmuter to combine the recipes and soulbound my equipment.
Is that it, or am I missing something?
I'm not that experienced with Synergies hence the best option to hopefully answer this question would be to message Salan himself over at the Runic Games Discord if he's available.
They are for infusing Darkness Falls T1 Mythical armor with enchantments (4 max). That gear only has 1 socket available for mythical skulls so this acts as pseudo sockets 2-5. The enchants are as follows:
Health: +750 Health
Critical Damage: +12%
All Damage Reduction: +6%
Crit chance: +6%
Dodge: +6%
Block: +6%
Damage Bonus: +6%
Missile Reflection: +6%
Basically you bring an infused soulstone and the armor piece to the correct altar and it adds the enchant. Those soulstones are different from those found in DK can be found/crafted in Darkness Falls.
