Torchlight_2_PC_version doesn't provide total Respecs in the vanilla game.
Only the most recent 3 points can be Returned from a Vendor.
You can move / copy your character saves over to the modded side yet mod saves cannot be read by the vanilla side (once affected by mods).
Documents > My Games > Runic Games > Torchlight 2 > Save and Mod_Save Folders.
Locate your character name file (.svb) then clone it over to the Mod_Save Folder.

Can also type respecpotion to spawn a potion that does a total respec.
This method of commands will mark the character with a cheater flag.
i got the runic potion mod from the workshop
and does any of this disable achievements?
All Achievements can also be fulfilled on the modded side.
The Save file method doesn't have cheater flag scripts however will note that this is a "modded character". There's also a risk that depending on the method used (what the mod of choice offers) that there's a high chance that the cloned / moved character_save may not be able to return back to the vanilla side functionally.

EDIT: you last post took some time to get through and i see it now. is that method without playing on mod mode? cause i did do your save file transfer things a bit ago
Characters are only affected once a mod has been used on that loaded character.
If the mod used doesn't offer vanilla methods then yes, that would prevent vanilla.
Shared Stash Files can be swapped both for vanilla and modded's save folders.
Currently, your character can still be moved back to vanilla (copy cloning is even better).
