Here's two discussions that try to work around the issue:

I wish Steam had some kind of rule that requires unsupported games to have great big disclaimers on the store page saying "THIS GAME IS NO LONGER SUPPORTED BY ITS DEVELOPER." Something along those lines, just so people know that if the run into issues, they're basically screwed.
Question: If Runic no longer exists, who the hell is getting the money when people buy their old games?
Many small developers dream of the day when they might get a big cash offer for their games. The larger companies that purchased the game usually aren't looking to continue development of the game, or even make repairs. I guess they don't feel it's worth the investment. If the game works well enough for most people to play it, that is all that matters. At that point, It is the gaming community that makes fixes to any leftover issues, or new issues that arise from new versions of computer operating systems, such as Windows. I certainly wish more developers would enable the Steam workshop for any games they put on Steam, and I am extremely grateful for the gamers/programmers that create mods and fixes for my favorite games.
The Radmin / Hamachi with Lan option is definitely recommended to try.
Here's a page of advice received from players over the years on how to set-up the Lan:

The amount of "support" for Multiplayer connection quality has definitely been a joke.

Agreed. Steam doesn't seem to bother writing additional notes especially with older games on the current state of their functions such as Multiplayer. At the very least they could note that there's issues present if nothing else. That would inform players to prepare for work-arounds after purchase.
