The only respec element present in TL2 is with the "skill forgetter" NPC, and that one only allows you to respec your 3 latest skill points.
There used to be a ton of elements in the Runic forum, but sadly when they shut down, Perfect World didn't even bother keeping that stuff online..

Crafting a Respec Potion is only possible on the TL2 Console Versions: Nintendo, Playstation and Xbox.
Yes, there's also the 'Cheat Console' for the TL2 PC versions however that is unrelated and the Respec Potion Crafting Recipe is not available on the PC versions.
A different Studio made the Console Ports and disparities can be seen as a result.

To get the most power from Skills there's this recommendation:
Invest heavy Strength and use Dps Skills.
Invest heavy Focus and use non_Dps Skills.
Invest both and use Skills that deal both forms of Damage.
100 or 200 Dexterity is a decent amount as it has diminishing returns towards 300.
Boris the Stat Enchanter is the best (although random) method to gain higher amounts of Stats on Higher Leveled Items.
