A legit dev-updated respec potion for PC TL2? I really doubt that'll ever happen since Runic Games does not exist anymore. Also there does not seem to be any good economic reason for the ip-owner, Perfect World, to make the investment for that.

Having said that, there are several mods which will give you a respec potion. One of them was actually made by Runic Games ;) . . .

You can get respec potion in vanilla. Though you have to get it through console commands.

It will also have the risk of marking the character that spawned with the potion as a Cheater in multiplayer; it is entirely cosmetic but if you care about that sort of thing. That said, it can be avoided by simply creating a character to spawn it and then pass it through shared stash (only spawning it marks you as cheater, drinking it does not). So remember that.

First to enable console:

1. Go to My Documents\My Games\Runic Games\Torchlight 2\save\[random numbers]\
2. Locate "Settings.txt"
3. In the said file, change "Console:0" to "Console:1" and "Debugmenus:0" to "Debugmenus:1".
4. Save and exit (repeat this process but do the changes in reverse to undo enabling console).

Console can now be opened in your game by pressing "Insert".
Note: Console is not supported in multiplayer sessions.

To spawn the respec potion:

1. (upon activating console) Press the "Insert" key to open the the Console.
2. Type "ITEM RespecPotion" (without the quotations, of course) and press "Enter" key. The potion will appear on the ground. You can repeat this line by simply pressing the "Up Arrow" key in the console, which will copy the last command you inputted; this allows mass production in a short time.
3. Pick up and use the potion.

Yes on the Consoles like Switch and no on Desktops like Windows.

On Consoles there's a crafting recipe that has to be made by combining Potions together at the Transmuter found in later Towns. Not sure of the exact recipe.
