Having said that, there are several mods which will give you a respec potion. One of them was actually made by Runic Games ;) . . .

It will also have the risk of marking the character that spawned with the potion as a Cheater in multiplayer; it is entirely cosmetic but if you care about that sort of thing. That said, it can be avoided by simply creating a character to spawn it and then pass it through shared stash (only spawning it marks you as cheater, drinking it does not). So remember that.

Yes on the Consoles like Switch and no on Desktops like Windows.
On Consoles there's a crafting recipe that has to be made by combining Potions together at the Transmuter found in later Towns. Not sure of the exact recipe.
