The unique Hammer of Retribution is generally "best" but your needs may vary. Depending on your build, a Netherrealm Axe can be great too.

Good damage, decent speed, more crits, and a huge chance to proc Glacial Spike which is very powerful in its own right. It's the best for most skills relying on dps. The procs work even on the offhand so it's really overpowered when you dual wield them with skills that strike several times.

For other weapon types, you pretty much want either a legendary for the dps or the Netherrealm for sockets. Netherrealm Axe is especially good, coming preloaded with crit chance and Lightning procs.
