"Weapon Damage" would be the elemental numbers "under" DPS but "over" the "traits" or "affixes" listed inside the weapon box.
"DPS" is more important if using skills that rely on "DPS".
"Weapon Damage" is important if using skills that rely on "WD".
If relying on the weapon for combat then both numbers are important.
"Strength" empowers "DPS" and "Focus" empowers the elemental, physical "WD".
Placing a damage ember into a socket will raise the DPS of the weapon.
And if I'm mistaken then someone please correct me.

By the way you explained, your higher DPS weapon has lower weapon damage and higher attack speed than the other one.
Strength increases the damage of weapons, including socketables and enchantments and excluding DoT.
Focus increases all elemental damage, physical damage skills not based on DPS or WD, and DoT damage.
Weapon DPS is usually more important than WD but it really depends on your build.
Stat wise, I am going STR:FOCUS = 1:1
