Runic thought it was "wrong" for unique items to carry random stats as it would lead to players replacing lesser variants for better ones.

However some modders felt this was too restrictive since the player has no chance of rerolling set pieces that would benefit various specific builds.

Note that LAO 2.0 mods cannot be used with LAO III mods without issues as they were created to be seperate game styles.
LAO 2.0 took the idea that all items should get a chance of rolling various affixes and LAO III went a step further and made it so that stat requirements and stat enchanters are required to progress through the game effectively making upgrades a more difficult task.
