Damage bonus when dual-wielding
Does this apply to spells or just weapon attacks?

As far as I know it will increase spells that rely on weapon DPS, but not spells that do flat damage or damage over time.

I did a quick test here using the Raze skill level 15. Level 100, 515 Strength, 2 claws with 464 damage each, Dual Wielding VI:
Without Dual Wielding VI: 24000-ish
With Dual Wielding VI: 25600-ish

Using auto attacks:
Without Dual Wielding VI: 3335 critical damage
With Dual Wielding VI: 3670 critical damage.

Does this mean that the Dual Wielding Spell only applies a small flat increase in damage?

I'm also curious if the original question was referring to "Skills" rather than just "Spells"?

I was wondering if I have two wands and one of them has +5% Damage bonus when dual-wielding does my Prismatic Bolt get better.

No it doesn't. It only applies to DPS skills, not flat damage
