I have played ACT 1-2 a while ago and of course i dont have the save game anymore. Is there a way i can get to ACT 3 with out starting a game from ACT 1

...Console command: needs the "save" folder / text file to have "console" set to "1" for "on" or "0" for "off".

Load launcher, load game, make character, have character on the field.

Press the "Insert" key to open Console... probably located near the upper right corner of the keyboard.

In Act 1, go to Estherian Enclave
Open console, type "questactive a2-Vanquisher_Send_To_ACT2", then type "questcomplete a2-Vanquisher_Send_To_ACT2"
In Act 2, type "questactive a2-continue_to_act3", then type "questcomplete a2-continue_to_act3"
In Act 3, type "questactive a3-OpenDoor", then type "questcomplete a3-OpenDoor"
In Act 4, type "questcomplete a4-defeat_nether-regent"

Then you can go to NG+ with the NPC named Felicia, in the Minehead area [Act 4's encampment]! Rinse repeat until you're at the NG level you want.

Type in: "New Game Plus" whenever you want to jump to a higher New Game.

This will place the player at the beginning.

This can be done all the way to NG+5 which has foes starting and ending at level 120.

Except this will not affect Tarroch's Tomb levels and this dungeon cannot be accessed normally unless on a New Game +1-5.
