That said I dont like most of the classbars either. At least the outlander one is just a passive that gets better the closer it is to being full - no silly fiddling to try to max the bar *at the right time* for a brief benefit, just pure immediate power that slowly ramps up to max at full and then stays there.
Could have been a lot more interesting if you had to pick between the 4 bars at character creation, then the less desirable ones might have been made more attractive and far less class-locked.
As it is, just go with the Classy Classes mod. Lets you chose a base class (basically just for the bar you want + item restrictions) and then put your skillpoints in any of the 12 skillpages* (3 pages x 4 classes).
Example:
1) base=classy outlander -> use outlander bar and outlander exclusive items.
2) put your skillpoints in embermage skills.
Now you effectively have embermage with the outlander bar.
Or if you are out to really max things, also tap into some of the generic passives of other classes to create a real powerhouse. There are a few that work well across classes if you can find the points to spare or, ahem, use a little console help to give yourself some more points.
*) limited to the original four classes. It does not extend to skills from custom classes.
