is it normal level of incursions?

I'm first time to play this game in sandbox mode. and the gameplay setting as below:
Frequency of incursions : Very high
Starting level of incursions : Very high

but now in Week 10, my reputation level is 6, there are only 4 intruders as level 1 came during incursions.... is it normal?

My guess is intruder level is linked to your reputation.
At level 100, intruder is at level 15. They can kill alot of guards if prison is not available. My highest lost is 15 vs 5 intruder.
Reputation limit what u have. So level 6 is really low. 15/100*6 is 0.9. so my guess is reputation at 11 should give u level 2 intruder if they round up.

Finally, I got Level 22, and the intruder is at level 3-5, but the number of intruder is still low... (sometime only 3 units), It is super easy to defend because I got 58 soldiers. Is it any way to increase the number of intruder?

You will at some point start seeing heroes and those 58 guys will mean nothing to them.
