The trick to not have them resurrect is to blow their corpse up, i.e. keep shooting a bit with the Heavy Bolter and they will turn into a bloody mess, and there's no getting up from that.
Hell, even a quick chainsword to the face when he's low on health to mash the body to red goo is acceptable.
Later on the Vengeance launcher and Laser Link gun is good for them too. HOnestly they are easy just need to be ready for em.

Yeah quite possibly. It's odd because when I first had to deal with them and was still finding my feet, they resurrected all the time. Now that I know what to do, even without gibbing their body, I rarely see it.
This is correct, and it's also just their melee attack that will have them resurrecting. So you can also hop onto a wall or rock and take them down. They'll attack with plasma, which won't cause them to resurrect - though I'd recommend dodging it regardless.
Another thing that will stall their charge is beaning them directly with a grenade. Even if it doesn't explode immediately, stopping their movement means they'll get caught in the blast. Along with that, even standard bolter fire will kill them before they reach you.
