Class DLC would be a decent way to sneak in more chapters. Space Wolves for a more up close and personal playstyle, though I could see a Dark Angel class getting a Plasma Pistol, with the Boltgun appearing at a later point than if you played as the Sternguard

I would say, that all bigger chapters like Ultras, Dark Angels or Blood Angels are equally efective and good. Lets not start this childish debate about why my favourite chapter is the best etc.

Lorewise the smurfs don't excell much in combat, but are great all around. Plus, they are the protagonists of the setting given the exposure they receive in the codexes. It's no wonder that Papa Smurf was the first to make a big comeback.

I'm hoping for my boi Vulcan to return though.
