Chaos Bringer Quest...Question

The quest says to cleanse two shrines and devote them to chaos and that they are marked on the map. But I have all of them marked on the map! Indeed, I have cleansed about 5 different shrines and they all must be the wrong ones because I cannot seem to clear this quest. Anyone have any tips?

The first two options are always Order, and the other two are always Chaos. So devoting 1 more to chaos should probably do it.

However, the quest can still be completed even if you dedicate three or more shrines to Order. You just need to go to the Slave Docks and talk to this NPC again. Let me know if that doesn't work.

I think this was entirely my fault because I didn't realize there was a difference between a shrine and a "small" shrine. How do I know the difference?

Big shrines are marked on the map and have two red swords over them if they are not cleansed.
Small shrines are not marked on the map.
