Third mastery comes way too late

I've finished the game twice now--once via the original Order route, and once via the DLC Chaos route--and neither playthrough got close to level 70. I didn't hit 100% completion on either run, but I certainly wasn't skimping on side-quests. I'd also maxed out every skill I cared about and a few I didn't; at one point while going through the Faction Wars I think I had a dozen mastery points sitting unspent because I didn't have anything interesting to do with them.

Maybe the extra mastery could be linked to story progression instead of level? If it's intended to be an endgame grinding thing, it would make a nice reward for finishing one of the main questlines.

There is an event called "Fern Flower."
When you find that flower, you receive 1 bonus class point. Someone created a guide how to find it.

You can earn another one in NG+

Is this event or third mastery a dlc only thing, or base game?

Still trying to find this out, I have searched some more, but still can't find out
if the 3rd mastery is available in the base game, or is it dlc only.

Hi, yes, the Fern Flower event is one of the 70 events added with the expansion.
The expansion introduces some stronger enemies and new tools to deal with them.
The only way to get the third class in the base game is either by leveling up or going to NG+.

I see, so what level do you need to be in the base game to get it?
The logs indicate I am 40% through the story.

Oh sorry, I took that to mean there were a total of 70 events added,
