The Steam Community needs to be turned on in two places.
1) In the “Steam” menu – then “Settings” – then “In-Game” tab. Make sure the “Enable Steam Community In-Game” is checked.
2) On the game itself. Right click on “A Game of Dwarves”. “Properties” – “General” tab. Make sure the “Enable Steam Community In-Game” is checked.
If both are not checked – the in game store will not work.
Also restart the game after that.
I had already checked that both options were turned on, and ran the game after it. Still no shop.
Incidentally, I tried turning off the Windows Firewall just in case the game was being blocked, but it didn't help either. Oh well.
Or to uninstall / reinstall the game. Maybe you are not on the latest version or yours become corrupted somehow.
Incidentally, I tried reinstalling, and no dice. But at least I have a lead now, I'll try to look for that mystery failing file. Thanks.

But there doesn't seem to be any 544 byte file on AGOD's installation directory, strangely. Guess this is a case for Paradox's or Steam's tech support.

It turned out the problem was that the in-game store wasn't configured to accept the currency the funds my Steam wallet were in. The developers were kind enough to let the store accept my currency, so it became avalable to me, and to everyone else that uses the same currency I suppose.
So I'm guessing you're having the same problem: the store doesn't accept your currency. Try contacting the devs directly and they may help.

Just a heads up. You mentioned you have a ticket in progress, which I'm guessing is for Steam support? Because you should be contacting the game developers or publishers instead.
