How do i star it on my lock screen?

I don't think you can. The app obviously needs to run in order to work, and since Windows can't start any non-necessary apps when logged out, Wallpaper Alive can't run. You'd need to download the image file you want as lock screen and manually put it as wallpaper in your settings. just like you would with regular wallpapers without this app

You can try finding it on google, or maybe the downloaded Steam workship image/gif files are actually being downloaded as image files on your harddrive, I'm not sure. If that's the case you could be able to just take it directly from the Wallpaper Alive directory folder
