Maybe i'd pick these classics up for $5 yea, but you want $60 for them?

To get access to all the old....practically ancient arcade games, you have to purchase the deluxe edition from the store page, this is what includes all the Raiden Games.
It is currently $59.....

To be fair, that's just the bundle price, also, no, if you mean by all the "Raiden" games that's on PC/Steam, then no, it isn't, both Raiden Legacy and Raiden V: Directors Cut are not included due to them being published by separate companies. Its just only both Raiden III and IV Mikado's along with the soundtracks bundled.

Also, the original PC versions of Raiden III and IV did get sales for as low as a couple dollars on Steam (and on sites where they officially sell steam keys of both those games), sadly, both of those versions have since been delisted since the updated versions of both Raiden III and IV Mikado's exist.
