The GOTY has the former DLC integrated, but the non-GOTY won't get any despite saying otherwise in the inventory and on the store page.
I bought the game retail at release, then bought a few DLC's as they came out.
Then I saw this on sale for £10 a while ago, and I bought it. It granted me the game again.
Vanilla arkham city, and GOTY arkham city are 2 different titles, and will show that way on your live ID.
I can't comment on vanilla game on steam however, but I assume it would be the same, since the DLC is handled by GFWL rather than steam itself.

I only received the GOTY upon activating that, NOT the five DLC packs for the non-GOTY that it states it includes.
So you got the DLC. Because GOTY has ALL DLC.
GOTY won't give you the other DLC for the standard version, of course it won't, that wouldn't make any sense at all.
It has all DLC included in the install. It would be stupid to expect it to just update your previous install. Who in their right mind would expect that?
It doesn't say ANYWHERE on the store page that owners of the standard version will recieve an upgrade.
When they do that, the upgrade is a totally seperate version, and there are a few games out there that do it. Hitman absolution is one I beleve, although I could be wrong. But there are a few that do it. Arkham city has no such upgrade for purchase, so it is clear that when you buy the GOTY edition you will get GOTY.

Your first post made it sound like you had to buy the DLC as well as buy GOTY, which is nonsense, and then you update it at the bottom because you realised that.
Nowhere on the store page does it state that owners of vanilla AC will get just the DLC. Why would it? You would have to be pretty stupid to expect that.
I honestly don't see your problem? You buy GOTY, install GOTY, away you go, you have ALL DLC, all in one place, vanilla version is not needed anymore.
My retail copy is gathering dust under the stairs with my other old games I don't play any more, and I am perfectly happy with that, because GOTY for £10 (£5 now if you buy in a sale) is still cheaper than buying the DLC seperately.
Hell, I already owned most of the DLC (except the skins, which I wasn't bothered about), but bought GOTY because it was steamworks while retail wasn't.
Stop being a crybabay. You got the DLC, and if you didn't, then either valve/steam made a mistake, which they would rectify, or YOU made a mistake. Judging by your stupidity in expecting DLC instead of GOTY edition, I would go with the latter

If you check the appids, these are the appids of the DLC for the non-GOTY! So it DOES say that you receive the upgrade. But you don't receive it!
Not all GOTY versions of games have ALL DLC's included, and no matter if they do or not, they always list the ones that you will get inclusive with the GOTY.
Your first post stated you didn't get the DLC even with the GOTY edition, before you changed it. As I said, if that was the case, it was either a mistake on your part, or a mistake on valve's. If it was a mistake on your part, that's your lookout. If it's a mistake on valve's, they will rectify that without a problem.
I can't see where you think that just because it lists the DLC's on the store page that would mean that you will only get the DLC's if you already own the base game. That isn't a GOTY edition, that is a GOTY UPGRADE, and the store page says nothing about an upgrade.
An upgrade to GOTY, or special edition, or whatever, is always a seperate purchase, and is always priced at the exact price difference between vanilla and special edition version. Usually this is around £5.
Since you can buy GOTY for £5 on sale, why would you think it would be just an upgrade? You would honestly have to be pretty stupid to expect that
If you click on any DLC, it states they are for Arkham City, NOT for Arkham City GOTY.

Of course it IS GOTY DLC because it is included with the GOTY.
What it means is non-VANILLA DLC, because it didn't come with the vanilla game, you had to buy it seperately.
It says the GOTY edition includes the base game and the DLC, which is what EVERY GOTY uncludes, for every game EVER.

When it says "requires base game", that is because the base game is in the GOTY, it's not rocket science.
The GOTY is EVERYTHING, that is what the store page is saying. Everything all rolled into one neat package.
Nowhere does it say owners of the vanilla game will have an upgrade. On other game pages where they DO have an upgrade it states it clearly.
And that doesn't change the fact that your first post said that you didn't GET the DLC, and you had to buy it AGAIN, which is ridiculous. Just install the GOTY, they are all there

The DLC ever was released as separate apps for Batman: Arkham City, and NOT for Batman Arkham City - Game of the Year Edition, since the GOTY already has the former DLC included.
The store page suggests you receive six apps, of which five are DLC for Arkham City (not for the GOTY since it has no separate DLC!). You do not receive the five DLC for Arkham City.
What is so hard to understand about that? THERE IS NO SEPARATE DLC FOR THE GOTY THUS IT IMPLIES YOU GET THE NON-GOTY DLC!
An intelligent person would know that the GOTY has all that DLC listed because they are showing the DLC that is INCLUDED INSIDE the game install, not SEPERATELY.

The store pages says the GOTY edition INCLUDES those DLC's.
NOT that you get those DLC's AS WELL as the GOTY, but that all are unclusive. That means TOGETHER.

Check the store page for the new dishonored GOTY.
I KNOW that this "includes" DLC that is IN THE GOTY, and won't give ME DLC to go into my already owned copy of the game.
Either I will have 2 copies of dishonored, 1 standard and 1 GOTY, or my standard copy will upgrade to the GOTY.
I will NOT get the missing DLC I don't have placed into my already installed copy.
But it says the same thing there as it does on AC page; "DLC included:" and then a list of all DLC.

As for the Dishonored GOTY, it claims it gives you the base game and four DLC for that game and does that. The case is different for Batman where it says it gives you the GOTY and the DLC and only gives the GOTY.
If you want to compare to something, then please compare to something where the GOTY has a different entry. Look at Majesty 2. It says Majesty 2 Collection, and that gives a different entry. It nowhere however claims that you get the DLC for the OTHER (non-collection) entry.
You get the GOTY, which has all DLC included.
You won't get just the DLC to go with your base game.
