I'm pretty sure it's somehow related to the MVSS setting, but I haven't gone mucking around with settings to figure it out yet.
For now, please tech.support, devs or whoever else, please take note of this issue and fix it someday would you kindly.
Place the files in the .rar file (link down below) into Steam\SteamApps\common\Batman Arkham City GOTY\BmGame\CookedPCConsole. Hit replace for the two files and you're done!
Now you can enjoy all DX11 lights with proper dithering. :D

PC gaming community fixes FTW.
I totally would never usually necro a thread like this, but I was wondering if this fix was still available somewhere? Running the GOTY version of Arkham City now and it has this bug, and I can't find a fix anywhere.
If two files need replacing, and someone knows which ones, could someone be so kind as to let me know? I have both versions and can copy them over as needed.
