A question: why the map is gotham city instead of arkham city?

Arkham City (known as Gotham North before the events of the game). A maximum security prison set in a walled-off district of Gotham City, Arkham City is located in Uptown Gotham with an Amusement Mile, Industrial District, Park Row and The Bowery district.

+ Gotham North was build on ruins of Wonder City which is the Old Gotham - anyone who played up to the wonder tower part should know this.
