Stuck in identity theft side mission (Hush)

Hey all.

I’m stuck at the identity theft mission where you have to solve the Hush crimes.

It’s so frustrating because I have combed the entire Bowery and Park Row clean and was never able to find the second victim. I spoke to the political prisoner whose first victim’s blood trail led to, but there was no cutscene, it’s like he was one of the other NPCs in the game. I can’t progress in this side mission !

I have finished the main story and everything else works seamlessly. Can someone help ?

Have you considered looking up the location on the internet?

the side quest is pretty lame personally, it doesnt give you any help at all. Whereas deadshot you could hear a loud bang and oracle would call in about the next victim in a certain area

I looked at all the locations given and nothing...

True but it also keeps you from clocking 100% in game progression, not to mention frustrating because you just want to find the victim and move on with your life.

i managed to find the 2nd victim, its finicky but you do have to be gliding near the spot, oracle should contact you
