Mystery Watcher not showing up at the locations

Basically the title says it all. im even in free-roam after beating the game. ive got the first location, but he isnt appearing at the others. ive even exited to desktop and launched the game again, but that hasnt fixed it.. help?

I believe there's a set order to the appearences. Also, did you scan the symbols he left? Those are needed to progress.

Yes. I think i actually have gotten 2 of them... maybe i didnt actually scan the second one? like maybe it was out of view? idunno.

The game is fickle at times when it comes to scanning. I'd check the locations and see if "Symbol already scanned" pops up when you try.

[Papaya]

The first in front of the court appears after beating Two-Face (not sure about that, but 100% sure that he is there after the church)
The next is on the wheel after your first time in the steel mill
One is on a building near the GCPD after rescuing Vickie Vale
One on a large building with vantage points in the Bowery (don't know exactly which one) either after the Museum or after your first time in Wonder City (not sure about that either)

There is no special order to do it, just follow the story
If that is not the case, there is a bug.

1st is across from courthouse, 2nd is top of big wheel, 3rd is across from broken bridge where u rescued VIcky Vale and last one was where u rescued Quincy Sharp in Bowery.
