Help! cant get Cryptographic Sequencer to work!

This is my second time using the CS. I'm trying to get into the museum to save mr.freeze. However i cannot get into the museum and that is were my troubles are. I cannot get the CS out. I press 0, and it highlights it, but it wont come out so i can use it. please help. I know this is probably the most easy thing to do in the game, but i am having trouble.

Penguin is jamming the signal, so you can't hack the keypads. You have to disable the jammers. One is on the rooftop of the museum, the second on another rooftop a little further away, and the third is in the subway. The entrance to the subway is next to the museum.

All jammers have 3 units (monitors) that have to be destroyed.

Reading the current mission objectives and sub-objectives, and paying heed to the current objective prompts when they appear will save a lot of headaches during playthroughs. The game will tell you exactly what objective remedies need to be performed.

if you play game on xbox controller press down and leaf arrows at the same time. It has worked for me.
