after the counter spam thing you do a beatdown then continue the fight till he's defeated. It should be prompting you on screen.

I defeat his giant sand form with rapid-fire electric pulses, he leaps at me with multiple blade strikes which I counter, I cape stun him and start a beatdown, he disappears and reappears in the middle of the fight area, he floats in the air cross-legged whereupon his giant sand form reappears behind him and just does nothing
If the giant sand form is doing nothing at all then I think you are encountering a bug. I'm not sure what will fix it. I've seen some people mention another bug during this fight and the solution for that was to turn of DX 11 settings if you are running it and crank the graphic detail down to medium. It might help, but again, that fix is for another bug that happens during the fight (I can't be too specific cause of spoilers since there is something plot related that happens in relation to this bug). I hope that that helps...
1. Select game in Library, right-click Properties > Updates, choose Automatic Updating.
2. Select game in Library, right-click Properties > Local Files, Verify Integrity of Game Cache.
Open your Launcher > Settings and do the following: Disable any DirectX effects; reduce screen resolution from maximum; and disable PhysX, scroll down to last item. Then restart your computer before testing the game and this boss fight. Let us know your results.
You might want to test the resolution change elsewhere in the game before you actually get to the boss fight, perhaps from inside the challenge maps.
