My game runs like poo as well, GTX 1070 and Ryzen 1600X. Jeez, Origins runs so much better. I thought my pc was capable of running this at max at 1080p, considering is a game from 2011. I get frame drops when gliding through the city and in other occasions as well, so weird. All my other games runs butter smooth. It's a great game, but this ♥♥♥♥♥♥♥ stuttering and fps drops are annoying as hell.

Just tested Arkham Knight, and even that runs better. I dunno what's up with this one.

Yes, I did but no difference. I actually found something on the steam reviews that works perfectly for me:

This is the entire review quoted, I just thought it would be easy to quote it and bring it here, although it doesn't exactly help with anything:

During the installation, along with the DirectX libraries another program will be installed called AMD Dual-Core Optimizer which was meant to improve the performance on systems that run Windows XP and use old AMD Dual-Core CPUs.

IF YOU'RE USING WINDOWS VISTA AND LATER AND/OR AN INTEL CPU, YOU WON'T NEED THAT PROGRAM BECAUSE IT WILL IMPACT YOUR PC PERFORMANCE

Unfortunately, when you launch the game for the first time you don't get the option to decline the installation of the aforementioned program (that's why I left a negative review). In order to avoid the unwanted installation, do as follows:

If you have already installed the program you should uninstall it: go to "Programs and Features", select "AMD Dual-Core Optimizer" and click "Uninstall" (maybe it will take a while, don't cancel the process and wait); reboot the PC.

1) Go to the installation folder of the game (Right click on the game title - Properties - Local Files tab - Browse Local Files)
2) Open "installscript.vdf" (Right click - Open with - use Notepad)
3) Scroll down till you see the word "AMD", followed by a bunch of code between the two perpendicular { and } brackets; delete that portion of code, beginning from the word "AMD" to the last perpendicular bracket (note that you must leave the brackets on the left side and everything else)
4) Save the file. Make sure you didn't delete anything about DXSetup, VCRedist_x86 and DotNetFx35
5) When you're done, go to the "Setup" folder and delete "amd_dc_opt.exe" (this is an optional step, just to be safe)

If you've done everything correctly, when you'll launch the game the installation of AMD Dual-Core Optimizer won't start.

REMEMBER TO NOT VERIFY THE INTEGRITY OF GAME FILES, OTHERWISE YOU MUST REDO EVERYTHING

Ehh, no surprise with a rig like that.

I should remove "perfectly" there, however, with that review, the FPS got better and the game is more enjoyable now. Also DX11 features in now ON.

Can confirm that after uninstalling AMD Dual-Core Optimizer (called just "Dual-Core Optimizer" on my system) gliding around the city feels better and no random fps drops.
I am playing at max settings with an RTX 2070 Super, so any sort of stuttering at 1080p should not happen.
This seems to have fixed the issue, will come back with an update if the issue is still there.
Cheers!

old games sometimes don't work well on current hardware architecture that's probably the reason
