Riddler. Because we foil Hugo. We never really foil Riddler he always is able to escape and get back and stuff.

Depends what you mean by 'smarter' - Dr Strange is more intelligent ("able to assimilate and use new *knowledge* better") than the Riddler, but the Riddler is MUCH more clever ("able to adapt to a new *situation* and take advantage of it better") than Strange.

Strange would beat Riddler on, say, a calculus or behavioural sciences test. Riddler would beat Strange at basically everything else.

Riddler is also MUCH more independent, which I personally think is a more intelligent way to villainize.
