It's not a matter of upgrades, it's about techniique. You need to switch polarity quickly to solve this puzzle and others like it. Do you know how to switch polarity properly? Quickfiring the REC will not switch polarity, it will merely fire the same attract charge.
This video shows how to break it with Grapple Boost from the 3:09 to 4:04 mark, but he uses an Ice Grenade platform instead of using the dive-and-boost method I usually use:

Incidentally, if you want to arrest Riddler you don't need to complete all 440 riddles, trophies, and in-game Physical Challenges. You can complete that side mission with as few as 400 completed between both Batman and Catwoman.

If you have the Fully Loaded achievement then you probably unlocked Grapple Boost from the first 4 AR flight tests, in which case you can ignore what I just said.
