(I have the same issue with the original Ghostbusters and Fallout NV just for reference.)

So it might have to do with the GFWL service discontinuation. Also, in the .dmp file it shows:
exception code 0x0000005
exception information The thread tried to read from or write to a virtual address for which it does not have the appropriate access
So, I backed up my saves from the steam userdata 200260 remote folder, deleted them and when the steam cloud asked me, I chose to upload the files from my machine (you know, the ones that don't exist anymore).
Game loaded, got past the dreaded verifying DLC screen, and now I had 4 corrupted save files.
Deleted them, started the new game to make sure it saves, and I got all the way to the bat suit, exited then relaunched.
I'm playing with all the bells and whistles on and it runs cherry :) Sadly, GFWL-Stripper doesn't seem to be able to rehabilitate the old files, but if there's a game that I could 100% multiple times, it would be my favorite one :)
1. Disable Cloud Storage for the game through its Steam properties.
2. Go to This PC\Documents\WB Games\Batman Arkham City GOTY\SaveData and delete everything in the folder.
3. Go to <OSDrive>\Program Files (x86)\Steam\userdata\<steamUserID>\200260 and delete everything in the folder.
4. Attempt to start the game.
5. If you get to the Saved Data screen, delete every save game that is there and start a new game on a slot.
6. The first checkpoint is after the initial cutscene (at the beginning of the CW fight). To make sure the game has saved, restart the game from checkpoint after the fight begins.
7. If the game is successful, exit all the way to desktop.
8. Enable cloud storage for the game in its Steam properties.
9. Start the game again.
10. When prompted by Steam, choose to upload the files from your machine.
If successful, you will now have a fully functioning BACGOTY with cloud saves functioning normally. I am checking this discussion again when I get off work, and I know how sucky it felt to not be able to access one of the top 10 games on Steam I've paid for, so don't worry I won't leave you in a lurch. In order for me to be helpful, please post what errors you keep receiving and how many of them. Also, if successful, also post here, so that my mind's at ease :)
"What I saw on Windows 10 when using the -nologo and -windowed game launch options, is that the Batman Arkham Knight program is looking for KERNELBASE.dll which is named kernelbase.dll and BatmanAK.exe which is named BatmanAK , with a whole bunch of attempts to open those files!!!! Thnkx Windows for "upgrading" naming conventions and not adding something like -i option in grep program that makes it case insensitive, effectively making game useless as it will endlessly search for "properly" named files! Perhaps a friendly programmer COULD update the proprietary Binary-scrambled code, with enough people bugging them about doing this, it might just happen. Was only able to get a screenshot of the error messages and not copy and paste! What a great upgrade! "
It's interesting maybe that when I click Play from the Batman AC launcher it doesn't seem to even try (Steam never says it's launched) whereas if I just click Play without the launcher Steam thinks it is starting even though the game never actually starts.
Maybe when I eventually upgrade to Win 11 it will work.
