Won't launch, Windows 10
I tried setting the compatibility mode, and adding -windowed to the launch options, nothing seems to work. The game doesn't even really launch as nothing goes full-screen. I'm able to get the launcher up and go into Settings but the game won't launch.

im having the same issue. The game won't launch at all for me. Let me know if you find a solution because i feel like I have tried everything

AllowD3D10 is already set to False for me. Tried to launch again, same thing (doesn't seem to launch even). The PhysX installer when run says it can't continue because the same or a newer version is detected (already installed). Thank you for trying : )
(I have the same issue with the original Ghostbusters and Fallout NV just for reference.)

I re-installed the game and it didn't help.

I had five errors appear, then I looked through a bunch of posts on these forums. The only solution that seemed to do anything was enabling cloud saves. Now there's only 1 error left but the game still won't start. If you go to you Batman Arkham City GOTY folder in Documents, you'll see that there is a BmGame\Logs folder. Each crash will create some files there. From what I can see, UE3AutoReportIniDump####.txt basically cuts off after the following lines:
"[0014.67] Log: ScanningDLC=Searching for Downloadable Content.
Please do not remove any storage device.
[0014.67] Log: ScanningDLCTitle=Please Wait...
[0014.67] Log: WBIDMustBeSignedIn=You need to be signed into a Xbox LIVE Profile and connected to Xbox LIVE to access the WBID login.

So it might have to do with the GFWL service discontinuation. Also, in the .dmp file it shows:
exception code 0x0000005
exception information The thread tried to read from or write to a virtual address for which it does not have the appropriate access

OK, so I figured this out. Bad news is, you'll have to start the game fresh. Basically, the problem stems from old save game files. I figured out that since I transferred my saves from the original, non-GOTY release (that's why I have the cheevos for the challenges and not the game completion ones), and the game got better after I enabled cloud storage, the save games had to be the culprit.
So, I backed up my saves from the steam userdata 200260 remote folder, deleted them and when the steam cloud asked me, I chose to upload the files from my machine (you know, the ones that don't exist anymore).
Game loaded, got past the dreaded verifying DLC screen, and now I had 4 corrupted save files.
Deleted them, started the new game to make sure it saves, and I got all the way to the bat suit, exited then relaunched.
I'm playing with all the bells and whistles on and it runs cherry :) Sadly, GFWL-Stripper doesn't seem to be able to rehabilitate the old files, but if there's a game that I could 100% multiple times, it would be my favorite one :)

I didn't have previous save games as it wasn't installed on my PC previously. Does that mean I'm still stuck with a game that won't launch? Where do you enable cloud storage?

@ntblood5 Try the following steps to just rinse out all problems regarding saves:
1. Disable Cloud Storage for the game through its Steam properties.
2. Go to This PC\Documents\WB Games\Batman Arkham City GOTY\SaveData and delete everything in the folder.
3. Go to <OSDrive>\Program Files (x86)\Steam\userdata\<steamUserID>\200260 and delete everything in the folder.
4. Attempt to start the game.
5. If you get to the Saved Data screen, delete every save game that is there and start a new game on a slot.
6. The first checkpoint is after the initial cutscene (at the beginning of the CW fight). To make sure the game has saved, restart the game from checkpoint after the fight begins.
7. If the game is successful, exit all the way to desktop.
8. Enable cloud storage for the game in its Steam properties.
9. Start the game again.
10. When prompted by Steam, choose to upload the files from your machine.

If successful, you will now have a fully functioning BACGOTY with cloud saves functioning normally. I am checking this discussion again when I get off work, and I know how sucky it felt to not be able to access one of the top 10 games on Steam I've paid for, so don't worry I won't leave you in a lurch. In order for me to be helpful, please post what errors you keep receiving and how many of them. Also, if successful, also post here, so that my mind's at ease :)

"What I saw on Windows 10 when using the -nologo and -windowed game launch options, is that the Batman Arkham Knight program is looking for KERNELBASE.dll which is named kernelbase.dll and BatmanAK.exe which is named BatmanAK , with a whole bunch of attempts to open those files!!!! Thnkx Windows for "upgrading" naming conventions and not adding something like -i option in grep program that makes it case insensitive, effectively making game useless as it will endlessly search for "properly" named files! Perhaps a friendly programmer COULD update the proprietary Binary-scrambled code, with enough people bugging them about doing this, it might just happen. Was only able to get a screenshot of the error messages and not copy and paste! What a great upgrade! "

I bought Batman Arkham Knight and I just wanted to mention that game works. Arkham City still won't launch at all.

Can you try going to your game install folder>Setup, then running all of the legacy installers inside? Including the ones in DxRedist? Also, remove any command lines like -nologo if you're using them. After you're done installing the legacy stuff (don't let the installers uninstall any stuff because some of them will try if the component is already installed, so just close the ones that offer this), go to game install folder>Binaries>Win32 and check that both BatmanAC.exe and BmLauncher.exe are set to Run as administrator under their compatibility tabs.

Batman Arkham City works just fine on Windows 10 and Windows 11 on the latest updates. Just something wrong with your PC specifically. (Source: Play it on both my Windows 10 desktop and Windows 11 laptop, it works just fine)

I hear you. Yeah, something is off with my otherwise fine PC or windows.
It's interesting maybe that when I click Play from the Batman AC launcher it doesn't seem to even try (Steam never says it's launched) whereas if I just click Play without the launcher Steam thinks it is starting even though the game never actually starts.
Maybe when I eventually upgrade to Win 11 it will work.

i have the same problem on my PC, when i launch through steam it will briefly say "playing" but wont boot whatsoever. the only thing that will work is the configure pc options but when i press play on that it refuses to launch.
