Report a translation problem
1. Select game in Library, right-click Properties > Updates, Automatic Updating.
2. Select game in Library, right-click Properties > Local Files, Verify Integrity of Game Files.
Make certain Steam Cloud Sync is specifically enabled on the game, not only on the general Steam client. Select game in Library, right-click Properties > Updates, then click the box that reads: Enable Steam Cloud Synchronization for Batman: Arkham City GOTY.
Open the Launcher > Settings and try starting the game by both disabling PhysX (scroll down to last item) and reducing your in-game screen resolution from maximum. Overly high screen resolution has prevented some players from properly launching the game.

All thanks to the legend himself, JonoAMano, who has been trying to help people for *years* on this game! All I had to do, was this:
1: go to properties > updates > allow updates while game is running and change it from pause, to allow!
2: properties > local files > verify integrity
3: after it finishes, click play, at this point I saw a notification from OneDrive saying it was downloading my game files
After it finished (about 5 seconds) it launched! Big thanks to Jono for this one, I saw him in literally every thread I opened, goodluck friends :)
