Game not working

I have dowmloaded the game twice now and I keep getting this error when i "Click To Start" Help?[imgur.com]

Never reinstall a game unless you know it's going to fix a specific problem; mostly it's a waste of time. Both patch and verify the game instead, which can routinely be done after installing and before playing Steam games. Do these before moving on to the next steps:
1. Select game in Library, right-click Properties > Updates, Automatic Updating.
2. Select game in Library, right-click Properties > Local Files, Verify Integrity of Game Files.

Make certain Steam Cloud Sync is specifically enabled on the game, not only on the general Steam client. Select game in Library, right-click Properties > Updates, then click the box that reads: Enable Steam Cloud Synchronization for Batman: Arkham City GOTY.

Open the Launcher > Settings and try starting the game by both disabling PhysX (scroll down to last item) and reducing your in-game screen resolution from maximum. Overly high screen resolution has prevented some players from properly launching the game.

Hello! Thanks for your help. I tried all those changes in the settings and it all seems okay. But I still start the game and the same message pops up... Not sure what else I can do. Ive even emailed the support

I FIXED IT BOIIIISSS!
All thanks to the legend himself, JonoAMano, who has been trying to help people for *years* on this game! All I had to do, was this:
1: go to properties > updates > allow updates while game is running and change it from pause, to allow!
2: properties > local files > verify integrity
3: after it finishes, click play, at this point I saw a notification from OneDrive saying it was downloading my game files
After it finished (about 5 seconds) it launched! Big thanks to Jono for this one, I saw him in literally every thread I opened, goodluck friends :)

I'm sorry to say that not any of this helped. The game still gets the same error, broken beyond repair. I wish steam would get off their asses and fix these games or give us our money back for waste of space and time trying to fix their problem.

Went to my one drive cloud and fixed some stuff then the bmlauncher started working then I turned off the physx in the bmlauncher settings game now runs finely
