Microsoft net framework error

Did you run the DirectX installer in your Setup folder?

BAC requires the legacy .net framework 3.5 which is not installed by default with Windows 10. It MAY try to install it automatically, but in my experience, doesn't.
Get and install the legacy .net 3.5, and that should resolve.
It may also need the DX9.0c legacy installer which i believe is what jono might be referring to.
