Issue with Watcher in the Wings
Replaying the game out of nostalgia, the Watcher wont appear on the Ferris Wheel (2nd appearance). I have finished the Steel Mill section and currently tracking Raas Al Ghul's ninja. Is it bugged?

If you need an open building to checkpoint and quit inside of and if there's not enough in Industrial District, use Krank Toys or one of the 4 (or 5, depending on your current progress) unlocked Riddler rooms.
