Acts of Violence Bug

I got a problem with the last side mission from Batman Arkham City. For the Acts of Violence is only one political left and I already find him and he is marked on my map.
The problem is, that he is just standing at a wall and he is screaming for help, but there is no other person. So he is just screaming while he stands there alone next to Zsasz House.
I started the game multiple times but nothing changed. I did all the other side missions, even Riddler, but the problem is not solved.
This is the last side mission for 100% so what can I do?

It's either a load bug, or his abuser fell out the map (texture bug). Save the game from inside any open checkpoint (GCPD, Church, Museum, Nora's storage, Steel Mill) and then quit the game to the desktop. Open your Launcher > Settings and reduce screen resolution from maximum. You might also try disabling PhysX (scroll down to last item). Restart your computer before testing the game. Let us know your results.

Try this from various distant checkpoints to see if you can get both NPCs to load.

Also try disabling DirectX:
1. Locate DefaultEngine.ini: Steam \ steamapps \ common \ Batman Arkham City GOTY \ BmGame \ Config \ DefaultEngine.ini
2. Open DefaultEngine.ini with NotePad
3. Locate "AllowD3D10=True" and change True to False
4. Save file and restart computer

So, I am having the same issue as OP and tried your solutions. Did you have any other potential solutions? I placed all graphics at their lowest settings. I'm not sure if that would do anything, but this issue still persists for me.

I couldnt find a way to solve it. I made a new save a few months after it and there it worked perfectly
