Is it normal for thugs to sometimes jump off high ledges?

I was travelling in the area with the broken highway with water underneath, and there is a rooftop from the gotham casinos with a load of joker thugs. One of them jumped of a ledge to come fight me and instantly k.o'd and fell in the water. The rest of them went idle and started to insult me as they do when they cant reach you: (To be clear, I was gliding next to the building when it happened.) Has this happened to anyone else or is it a one off?

There's cowardice programmed into the AI for both comic relief and to punctuate Batman's effect on inmates. It's funny the first time but gets old when you come across a 10 man combat potential only to have 4 of them bail and hide in a corner.

Ive come to find that annoying as well. Luckily, that usually only happens in the area around Park Row, with inmates with no gang affiliation. Every gang usually goes for you.

Panic diving happens in Amusement Mile too, at both the Casino and at KrankCo Toys.

This specific encounter was at the Casino. I'm pretty sure they're not supposed to dive into the water, though.

If you approach casino inmates (as Batman) before they join Joker, one of them will flee by jumping off.
