Overly high screen resolution has been known to interfere with object and proximity registration, and with event and milestone confirmations. If you're running the game with your screen resolution cranked needlessly high or at maximum, reduce it from inside the Launcher:

Even after testing the game with screen resolution reduced, you might not get the AR training until NG+ because you already finished the main game. Try it anyway. Let us know your results.
Yeah even when I go to that location its not there? Do i need to finish the catwoman storyline (collecting her loot from Dent's men) or do more side missions?
Across all 4 Arkham forums members have logged difficulties with overly high screen resolution and problems with texture registration, collision objects, and interactive events: grates, vents, doors, elevators, grappling, buttons, interrogations, crime scene reconstructions in Arkham Knight, evidence or riddle scanning, countering Joker in Arkham Origins, glue rafts in Arkham Origins, Detective Vision, disruptors, proximity encounters like the Penguin catwalk in Arkham City, and quite a few others. Let's add flagset events and milestone confirmations to the list. Reduce your screen resolution and restart the game before you test AR spawning in the first-run game.
To answer your other question about device carryover from NG+ to first-run, it should but I'm really not 100% certain. I know that collectibles retrieved in NG+ will credit in first-run so it's worth a try. After you unlock the Grapnel Boost in NG+, be certain to checkpoint inside an interior location before you quit and switch to first-run, just to be certain the upgrade sets and credits properly before switching game levels. Remember, reduce screen res before you proceed so you don't miss the opportunity again in NG+.
Before I start the game, how do you normally play? Do you first collect trophies and rank up to upgrade devices and abilities, or do you rush into the main missions? I ask because collecting the first trophy unlocks the Riddler Physical Challenges, and may have an effect on other confirmations later in the game.
And I usually like to do side quests first, and collect trophies when i come across them or when I beat the main story and am bored. I just didn't notice the AR training at first
It's going to be really strange playing without Grapnel Boost :-)
When Joker boots me from the Steel Mill, I met Azrael again and did only a visual inspection of the AR spawn point and again without confirming on the map. Sure enough, the AR marker was present when I zoomed POV from atop the ferris wheel. Not the result I was expecting.
Do you recall what your native PC screen resolution is? I'm playing on a laptop so both my PC and game resolution will only max so high. I ask is because there are multiple threads on this subject, so this is is a recurrent playthrough bug. I still have the post-Church save, so I'll make other attempts to recreate the glitch to nail down whether high screen res is the actual culprit.
