All he had to do was to delete the folder located at My PC -> Documents -> WB Games -> Batman: Arkham City.
Then verify the files again through Steam and then start game.
and i played 9 hours;-;

You know that your species are quite rare nowdays, right?
I think you still can do the same thing as we did, but maybe your wbgames files are located differently? Go through and try to find them...
I was having trouble with this game too.
I couldn't find any simple answer out there, but i was able to figure it out with enough digging. So this is the answer that i would have liked to have seen to solve the problem and hopefully it will help others out there too.
What i had to do to get the game to work was uninstall Nvidia Geforce Experience.
Once that was uninstalled i went back to steam and went to verify integrity of the game files.
this time when it completed, it updated and installed the missing files.
I was then able to play the game.
However i did have an issue with the window not fitting to the screen at first.
This was easily resolved by opening settings in the launch window (I accessed it by right clicking on the game BM AC and then opening the 'configure PC options) then changing the resolution setting to 1920 x 1080 (16:9)
once this was saved and the game launched everything was Okay :D

You have 2 methods of solving this.
Verify Integrity of Game Files on Steam
1. From a game's library page, select Manage > Properties.
2. Select the Local files tab and click the Verify integrity of game files... button.
3. Steam will verify the game's files - this process may take several minutes.
It`s not hard.
2. Copy-paste it into the folder where the game is installed.
