I don`t know, that`s you to find out on yourself.
"Also do i have to put bmlauncher into the WBgames/BatmanAC/Binaries/Win32 file?"
Yes, in the Win32 folder are located the game`s .exe file, so there it should be moved. The BM launcher is the launcher that enables you to change the game settings and controls since you can`t do that once you are inside the game.
This is how it should appear when you launch the game from Steam:

If you click on "Play Batman: Arkham City" you will actually start the game without the BM Launcher.
And this is how BM Launcher actually looks like: https://c1.staticflickr.com/5/4244/34813468873_30c24abaf8_o.jpg
