Azrael doesn't show up

I know that some of you are going to write ,,he's locations are random", but my problem is that he didn't show up like, ever. I finished the whole main storyline and I never noticed him. I don't know if he just stands on some building looking at me or if there's some cutscene. My point is, I didn't know there's Azrael side quest so I never bothered to look around. If main storyline is over will I have a chance to finish this side mission? Do I need to search for him hoping he'll appear? Or is it over?

You can complete this mission at any time. The locations aren't random.


You just need to search the four districts, he appears somewhere in each one

Azrael only shows up in four locations. 1) In front of the Solomon Wayne Courthouse in Park Row. 2) On top of the ferris wheel in the Industrial District. 3) On one of the two buildings just outside the main entrance to Arkham City In the Bowery. 4) On one of the buildings just across the flooded street from the Gotham Casino, over the highway where the helicopter crash's in the Amusement Mile

I have expressed myself wrong. I meant that the order of his locations is random. Not the locations themselves

Oh, sorry then. You can go to these locations in any order.

Sometimes he doesn't show up, but there is no order to when he appears after you've beaten the story.

There is a spawn sequence to Azrael. Here's his regular appearance locations and timing:
1. Building immediately south and across from the Courthouse after rescuing Catwoman
2. Ferris wheel north of Sionis Steel Mill immediately after first incursion
3. Building south of and across from Quincy Sharp billboard in Bowery after Wonder City incursion and immediately after rescuing the Mayor
4. Building west of GCPD immediately after returning to Mr. Freeze and rescuing Vicki Vale, between Gotham Casino and GCPD
5. After all 4 Azrael encounters, conclusion location will be revealed on map

Checkpoint indoors and quit to the menu, then restart and travel to those locations to trigger his spawn points after the game.
