If your in-game screen resolution is cranked to maximum, reduce it from inside the Launcher. Try 1280x720. This might not work because if your screen res was maxed at the time of the bug, then you might have already set a faulty checkpoint. Let us know your results.

I was able to hack the security console the first time i play the mission. But I immediately rush out to the front door while Oracle is still on the line. Realizing this, I quickly re-enter the house and the mission restart itself and I need to go through the Journal part again.
However, after the cut scene the Security console is no longer hackable and I end up stuck behind the bars.
I think I just triggered a glitch? and is there anyway I can solve this?

Not only did you trigger a glitch, but a well-documented one at that. Stop speed-skipping through expository dialogue and reward confirmations. What's the hurry?

I have a few suggestions. First, get in the habit of manually making periodic backup saves. That way you can replay an entire section if you want to improve on an unsatisfactory or lackluster outcome, or retrace progress before a game impediment. Your .sgd save files are located here:
Steam \ userdata \ Steam User Number \ 200260 \ remote \ save0.sgd

Second, I'm not crazy about mods but if you want to save this playthrough then you can teleport Batman to the Bowery by using the Freeroam Character Mod. Just a few things to consider:
1. Check if you have credit for completing the Hush mission by checking his profile, side mission status, and character model. If not, move on to step 2.
2. As soon as you free Batman, checkpoint somewhere safe such as the back of the Courthouse before quitting the game. Do NOT quit and save in an outdoor exterior location because that might place you back in the glitch room when you play next from teleporting instead of actually traversing the distance; instead quit and save from inside an interior checkpoint like the Courthouse.
3. Uninstall the freeroam mod and both patch and verify the game before your next play. Mods have been known to interfere with complete playthroughs because noobs will try to swap characters only to find themselves locked out of primary mission locations, or discovering too late that alternate characters lack mission-crucial gadgets or abilities needed to progress further. Follow the instructions in the following video and topic thread:

4. Even if you extract Batman, you won't be able to complete the Hush mission. Because you already set a checkpoint by hacking the panel you'll only revisit the glitch if you try listening to the tape again. Stay out of that room in the main game. You can do that side mission in NG+, provided that you wait for the conversation to end and allow all on-screen reward confirmations to appear and expire before exiting the room in NG+.

Same bug happened to me. To be fair I thought I had to rush out after hush so I opened the door just as the dialogue started, I wouldn't have opened it if the dialogue started earlier
