Report a translation problem
The reason I suggested it is because players with overly high screen resolution have logged difficulties across the Arkham forums with collision objects and interactive events: grates, vents, doors, elevators, grappling, buttons, interrogations, post-hacking checkpoints after using the Crytopgrahic Sequencer, crime scene reconstructions in Arkham Knight, evidence or riddle scanning, countering Joker in Arkham Origins, glue rafts in Arkham Origins, Detective Vision, Disruptor targeting, proximity encounters like with Penguin on the catwalk in Arkham City, post-hack escaping the Titan plant after receiving the Line Launcher in Arkham Asylum, and quite a few others. Doesn't affect everyone's rig but it happens often enough to be documented.
If you haven't yet reduced screen resolution, do it from inside the Launcher and restart Steam and test the game. Unfortunately this might not work, since you may have already set a checkpoint with no Sequencer deployment. Do it and let us know your results.
If it doesn't work, try disabling PhysX from inside the Launcher and disabling DX10:
1. Locate DefaultEngine.ini: Steam \ steamapps \ common \ Batman Arkham City GOTY \ BmGame \ Config \ DefaultEngine.ini
2. Open DefaultEngine.ini with NotePad
3. Locate "AllowD3D10=True" and change True to False
4. Save file and restart computer
