Can the grapnel boost be upgraded?
The basic grapnel boost is just too slow, so title?

Yes. Complete the AR flight simulations. They unlock immediately after rescuing the EMTs at the Church, and before breaching Sionis Steel Mill. Check your map and selector for open side missions; there's checkpoint issues with not spotting the AR markers if missed before the Steel Mill with screen resolution needlessly cranked to maximum while traversing from Park Row to Amusement Mile after the Church incursion.
