Reveal the mystery watcher

So I'm trying to find the mysterious watcher. Is the spawn completely random or is there a pattern? I recall reading from somewhere where he can show up at specific points. So far, I haven't found much luck. Only found 2 of them so far and lacking the other two.

Anyone know where he's most likely to spawn after beating the main story game? (Batman mode)

There are four specific locations Park Row, The Bowery, Amusment Mile and Industrial District . What I don't recall is if they are in a specific order, or in whatever order you happen to find them.

Here's the regular spawn sequence:
01. Park Row, low rooftop across Courthouse immediately after rescuing Catwoman.
02. Industrial District, Ferris Wheel right after being ejected from Sionis Steel Mill.
03. Bowery, rooftop directly across Mayor Sharp post-rescue interrogation.
04. Amusement Mile, low rooftop across GCPD after Vicki Vale rescue.

If they don't appear in freeroam, checkpoint inside any open interior (Courthouse, GCPD, Church, etc) and upon restart head to those locations.

So I found the guy after beating the final Catwoman main quest.

Now the problem is, when I throw the batarang to him, he catches it but the "Catch" achievement does not unlock.

That achievement doesn't exist in the Steam version, for whatever reason.

There is a Riddler physical challenge for throwing it to yourself, though.
