Ran into the same problem, so for anyone else looking for the solution, Windows Defender isn't allowing it to create the required files, because you probably have controlled folder access enabled. (open windows defender > virus and threat detection > ransomware protection > allow an app through...... ) you need to create an exception for the game file BatmanAC.exe and its launcher BMLauncher.exe. It will then be able to create the setup file and you will be good to go
Since The Batman is on the agenda again, I assume many gamers will give Arkham series a go these days. This is the CLEVEREST solution for those who keeps having this annoying problem. Just isten to this man and enjoy!

What a legend! I didn't have the BatmanAc.exe file so i created an exception for BMLauncher.exe, BmStartApp.exe, and ShippingPC-BmGame.exe and it finally worked!
