Game Crashes Immediately After Pressing Start

The way the game starts is like normal but the logos are laggy and the sound is the but a litle choppy and sturters the nvidia logo is fine though then the main menu appears (i dont know if its related but the spikes on batmans gauntlets aren't connected and are just floating in the air pointing in diffrent directions) when i press start it checks for downloadable content it finishes and then flashes black and the menu appears for a split second and then goes to black again and crashes and the window closes a crash report, im assuming thats what it is, pops up and says theres files missing.
I've been having this problem for a couple of years now i had the game shut down while in a catwoman mission and the next day there was an error about files missing so i reinstall the game still nothing i give up. A couple years later i get a new computer and i check to see if it works (and i told myself that i wouldnt download the saved files from the cloud) and i end up accidentaly downloading from the cloud so the game does the same thing. i recently got a new PC and just yesterday i installed it for the first time on this pc and it did ask to download from the cloud or anything and it still crashes the same way it always had.
TL;DR:Game Crashes everytime i press start even with fresh installs on new computers.
