how do i trigger the 3rd deadshot victim ?

i played this game alot but never really understood what triggers it , im already about to enter the steelmill for the 2nd time but i still didnt get it , i already completed almost all other sidequests

i will do the steelmill and the freeze sidequest , hopefully it triggers after that
i just read that you have to be in post game , good to hear thats not the case
