Some improvements, some downgrades by the looks of things. I doubt there would be enough of a reason to release it for the PC unless they decided to overhaul more of the visuals. Add a enhanced ambient occlusion like VXAO and HD textures, tessellation etc.
I'd love to see it but it's pretty unlikely to happen IMO.
yea. If they add those extra overhauls like you mentioned, the game would look stunning on PC. But one can hope. Especially if you are a big fan of this franchise.

I personally doubt that they, after they gave out the whole Arkham Series for free to a large Amount of People, they will bring "Return to Arkham" which offers nothing new than just Upgraded Graphics on PC. I think if WB would see enough sales for it on PC, they had already announced or released it. (I personally would not pay again for that)
A Post on Twitter from Playstation Europe back from October 2016 says that Batman VR is just exclusive till March 31 2017. I assume they only released it as planned.

Unfortunately I don't think the game is easily amenable to third-party texture upgrades. It's one of those games that requires Texmod (a shell app that swaps textures by hijacking the DX render pipeline), so it's technically possible, but a PITA for the mod maker, and kinda awkward for the user/player. I think I've seen a couple Batsuit texture tweaks (and the obligatory nude mods, of course), but not much else.
