Did I miss something big in DC universe? Why did Batman say to Fries that Ra's was exposed to that toxin for centuries?

I believe you'll find that Batman was talking about the Lazarus pit and not Titan. Ra's has been exposing himself to the Lazarus pit for centuries (long before Titan).

Mr.Freeze was referring to a restorative enzyme that has already been bonded to human dna, something that would take decades, for the antidote to Joker's toxic blood, due to using Titan in Arkham Asylum. Ra Al Ghul was using the Lazurus Pit for centuries, which has restorative elements along the side effects of deteriorating mental falculties, that Batman needed for Freeze to complete the cure.
